Het Carrascoplein bevindt zich in een gebied dat gedomineerd wordt door bedrijfsgebouwen, snelwegen en trein- en trambanen. Het plein dat aangeduid kan worden als een 'restgebied' ligt direct onder de verhoogde spoorbanen die richting station Sloterdijk leiden. Omdat het zich niet ver van het station en de bijbehorende parkeerterreinen bevindt, wordt het plein veelvuldig gebruikt door passanten.
Het Rotterdamse landschapsarchitectenbureau West 8 kreeg de opdracht om het gebied in te richten als park. Zij kozen voor een artificieel landschap en niet voor een groen gebied omdat de locatie te schaduwrijk is en bovendien geen ruimte biedt aan hoge beplanting. In dit artificiële landschap vormen de zware pijlers van de spoorbaan de bomen, waar klimop tegenaan groeit. Zwarte stroken asfalt meanderen door het gras, en daar waar het asfalt een grasgebiedje doorkruist is het bewerkt met een rasterachtig patroon van witte noppen. De pijlers en de onderkant van de spoorbanen worden 's nachts verlicht door lampen die verstopt zitten in verspreid over het gras liggende holle ijzeren afgietsels van boomstronken.
